The design features a scene reminiscent of the beginnings of democracy. In the background is a gathering of scholars and philosophers among ancient Greek buildings with an Acropolis rendition on the right. The center features a Greek column with "δημοκρατια" ('democracy' in Greek) inscribed on it. An eye is in the center surrounded by an ornate Greek-style decoration.
